This is a perfect strategy for indirect warfare as the nation wouldn't even need to fight to become a leader. If the region being exploited becomes central to a nation's power they will naturally look to exclude others from that area or to interfere in it. Nations and organizations may engage in passive exclusion, like China weaponizing islands in the SCS, to increase the cost of an aggressor to engage in direct conflict. --- # References 1.
