We have the logic deltas of Military, Economic, and Political and usually technology is an assumption within those fields[1]. I believe that it should be afforded it's own logic delta. AI and Quantum Computing will be the determinant factor when deploying space power strategies within the coming decades. The autonomous nature of AI blended with the ability to compute at the quantum level will create a gap that most non-technological powers will not be able to bridge. Chinese Space Power Theory already encompasses much of this philosophy. The Chinese understand that Technological Competence is required to become a spacepower and being a spacepower will provide technological benefits[2]. Technological power must be superior to adversaries in order to maintain space dominance. Technological competence is required to be a spacepower and spacepower increases technological competence.
